Abstract

The article considers the successful experience of the Regional Institute of Management of training municipal servants in the use of lean-technologies. It focuses on the teaching basics and methods, issues of motivation for process improvements. In addition, it presents and describes effective tools improving office processes: Kanban method, visualization, 5 S: the board game and their application in the work of local government.

Abstract

The Russian Federation is characterized by a high differentiation of regions in terms of social, economic and legal development. Uneven development is determined by the different degree of provision of various resources, historical infrastructure, climatic conditions, customs and traditions of the indigenous population, the level of legal education of the population, the level of supply and demand for goods and services and many other factors of an objective and material nature. Differentiation of regions on the level of the social and economic situation takes place both among federal districts and individual regions within districts. The article investigates the role and place of the regions of the Ural Federal District in its social and economic situation. It is based on the rating materials of the district regions, conducted by the Rating Agency “RIARating” using a set of indicators on the development results of territories in 2011 and 2018.

Abstract

The article is devoted to the development of participatory budgeting in the Russian Federation. The experience of using participatory budgeting in developed and developing countries are studied. Examples of effective projects in the field of participatory budgeting in the country are given. The experience of the Khanty-Mansi Autonomous Okrug – Ugra, and in particular the city of Surgut in the implementation of this idea, is analyzed. The article presents the introduction effect of the participatory budgeting in municipalities, the principles and results of the implementation of this management mechanism. An assessment of the results of the implementation of participatory budgeting in the municipality is given. Recommendations on activation of participation of the population in participatory budgeting are developed and proposed.

Abstract

The article discusses the issue of personnel selection and the importance of this process during hiring. The author's interpretation of the concept of “personnel selection” is formed. It is shown that the selection process should involve not only HR specialists but also managers directly involved in the formation of the organization’s activity strategy. The article presents current trends in the field of personnel selection, in particular, a shift from a selection according to the basic characteristics of the applicant to his/her personal qualities.

Abstract

The article proves that the current situation of the world energy market is characterized by the multiplication of dangerous factors and conditions that require decisions and actions of a proactive rather than compensatory nature from oil and gas companies of the Russian Federation. It is shown how using futurology methods is possible to foresee a number of dangerous trends, take timely measures to reduce their destructive impact and thus protect the positions of enterprises in the global energy market. The events and phenomena that carry a serious risk for oil and gas companies of the Russian Federation are identified. Variants of response to threats of geopolitical, economic and technological character are offered.

Abstract

The study is relevant since most people still interpret formal education at school, university, etc. as learning. However, there are many other opportunities for acquiring knowledge and developing skills throughout life. Learning is inevitable and constant. Learning can no longer be divided into place and time for acquiring knowledge, and also place and time for applying acquired knowledge (workplace). Instead, learning can be seen as constant and everyday interaction with other people and the world. The article focuses on learning through experience (experiential learning) which must be disseminated in education, especially in a corporate one. The author provides a systematization of learning technologies through experience and its effectiveness indicators. Creating experiential learning systems can significantly improve learning ecosystems.

The article considers the foreign experience of improving the financial literacy of the population. The fact that the main part of financial literacy programs is aimed at young people is revealed. It is noted that adults turn to such programs only if necessary. It is proved that to improve the financial literacy of entrepreneurs-borrowers banking institutions can implement educational, administrative and information programs that will not only enhance the financial reliability of customers but also strengthen the position of the Bank in the market.

The article describes a review of scientific publications on tax literacy in general and its increase in particular. The list of approaches to eliminating tax illiteracy is systemized. The pace of implementation of the domestic service-oriented interaction model of participants in tax relations are analyzed. Recommendations for changing the content on the website of the Federal Tax Service of the Russian Federation in order to increase the comprehensibility of information by a non-specialist in the field of taxation are proposed.

Abstract

The article is devoted to the concept of “lean production”, as well as the prospect of the concept introduced in the Khanty-Mansi Autonomous Okrug – Ugra. Today, in a rapidly changing dynamic environment, one of the increasing factors of the enterprise’s competitiveness is “lean production”. The article analyzes the use of elements of Lean production in the Russian Federation and the experience introduction of elements of Lean production in domestic and foreign enterprises. However, there are many theoretical and practical methods for dealing with risks, which can manifest themselves in various production processes, for example, standardization or replacement of obsolete equipment, reduction of production downtime, etc. Today the preference is given to the concept of Lean production. Based on the empirical and theoretical studies, the article gives recommendations on the implementation of Lean production elements in the most “convenient” sectors of the economy in the Khanty-Mansi Autonomous Okrug – Ugra.

The article analyzes the problem of low wages, which does not allow an employee to earn a decent level of pension during his/her working life. The study considers the minimum wage as a tool for pensions increase. An approach to calculate the effect of minimum wage regulation to increase the size of pensions based on the balance equation of the unfunded pension scheme is proposed.

The article examines the economic security aspects of enterprises, regions and countrywide on the example of oil and gas companies in the Arctic zone. The authors identify the main points of influence on economic security and define problem areas of security of the Russian Arctic. Some solutions to improve the economic situation of both individual enterprises and the region are proposed.
