Abstract

The article considers the issue of the development of environmental programs during the construction of a gas pipeline system in Western Siberia. The relevance of the work is the importance of solving environmental problems in modern realities, in the conditions of construction of a large number of gas transmission trajectories. It should be noted that the appeal to the experience of developing integrated environmental programs contributes to the optimization of technologies, financial costs and other components in the present time. We focus on the insufficient knowledge of this problem in modern historiography. The main concept put forward by the author is the lack of integrated environmental programs in the USSR until 1982, the moment of the development of the territorial integrated scheme of nature protection on the routes of construction and operation of gas pipelines. Surely, until 1982, attention was paid to environmental problems, with the genesis of gas pipelines as a factor of negative impact on the environment. However, environmental programs did not have a comprehensive nature, and the main task of the development of the gas industry in Western Siberia was to deliver gas to the consumer, to the detriment of the environment. This approach has led to a large number of environmental problems.

Abstract

The article discusses the issues of spatial development of the road network of the Surgut oil and gas producing region in the context of the construction of the Surgut – Nefteyugansk highway. The study is based on annual reports and acceptance certificates of enterprises of the Ministry of Transport of the USSR in the Tyumen region. The author has made an attempt to compare archival data on the Surgut – Nefteyugansk highway and modern geoinformation systems in order to identify the features of the constructed highway.

Abstract

The urban population of the outlying territories of the Russian Empire at the end of the XIX century became an active participant in social processes and initiator of new forms of social activity. One of the important initiatives is the creation of organizations that take on the responsibility of creating new educational institutions for the poor population of cities and rural areas. This allows both the activation of interest in obtaining knowledge, and the establishment of closer relationships with central industry departments.

Abstract

Based on the analysis of the array of memoir literature, the article examines the club’s activity of students of the Tobolsk agricultural School in the early twentieth century. It is established that a small club at the school was influenced by the Social Democrats and functioned in Tobolsk along with clubs of pupils of other educational institutions. Comparison of the texts of the memoirs revealed discrepancies in the descriptions and assessment of events by their participants, which is largely determined by the ideological attitudes that prevailed during the writing of the memoirs.

Abstract

The article is devoted to the main problems’ analysis of the work of maternity institutions in the Khanty-Mansiysk National okrug in the first post-war years. The main conclusions of the research are based on the reports of the regional Health Department. They consistently reveal the issues of material provision of maternity hospitals, the state of medical personnel and the peculiarities of the attitude of the local indigenous population to maternity institutions. The basic conclusion is that there are a number of unresolved problems in the activities of maternity hospitals and rural paramedic-obstetric centers in the region.

Abstract

The article discusses the process of transition of several villages of the Krutinsky district of the Omsk district of the Siberian Territory to the Vikulovsky district of the Ishim district of the Ural region. The main stages of the passage of this issue in local and central authorities from theoretical study to the actual implementation of the change in the status of two settlements are given. The direct connection of the border issue with the general processes of formation of the western border of the Siberian region is analyzed.

The protection and improvement of the environment of the northern base city in the period under review became one of the most important problems, the solution of which had to be carried out simultaneously with the formation of production and social infrastructure or even slightly ahead of it. Abstract

The article identifies two stages in the development of the teaching staff of the Tobolsk provincial gymnasium: the first from 1789–1803. and the second from 1803–1870. The first stage in the development of the teaching staff dates back to the opening of the Main School. The second stage in the development of the teaching staff began in 1803, when the Main Public School was transformed into the Tobolsk Men's Gymnasium. The teaching staff of the Tobolsk men's gymnasium included many of its former graduates, who, after graduating from the gymnasium, continued their studies at universities, returned to their native gymnasium, but already as teachers.

Abstract

In the history of the formation of the West Siberian oil and gas complex in the 1960-1970s, many glorious names of pioneers were written, through whose efforts the northern bowels were explored and the world energy race of the USSR was won. Unfortunately, many of these people are forgotten these days. The article highlights the professional development of Anatoly Indekovich Kim (1935–2016), Honored Worker of the Oil and Gas Industry of the Russian Federation, Honored Geologist of the Russian Federation, Honorary Citizen of the Yamalo-Nenets Autonomous Okrug, which began in the late 1950s on the Surgut land. Abstract

Communities of people need to be considered in the context of ethnicity and to study the processes occurring among specific ethnic groups under some conditions. Within the framework of the article, the object of research will be the Mordvins of the Khanty-Mansi Autonomous Area –Yugra. The Mordvins are one of the largest Finno-Ugric peoples of Russia and they are settled far beyond the borders of their historical motherland. Large-scale resettlement processes among the peoples of the Ural-Volga region are explained by forced Christianization, the search for new / «best» territories for living, the formation of contact zones of residence, the «Sovietization» of daily life and traditional culture, Komsomol construction sites, relocation and development of virgin lands or participation in the development of oil fields.

The article analyzes the process of formation and dislocation of the management system of geological exploration and industrial development of the West Siberian oil and gas province. The reasons for choosing Surgut as the administrative center of the new energy complex are revealed and the features of its formation are characterized, the search for the optimal model of the management system is presented and the evolution of its structure is shown.

Abstract

During the period under review, due to the large influx of population to Surgut, the problem of organizing cultural leisure of arriving workers and specialists was noticeably actualized. This article attempts to analyze the process of cultural construction in Surgut, including the creation of the material base of cultural and educational institutions. Particular attention is paid to the problems hindering the creation of cultural and leisure infrastructure in the city, among which the author notes the residual principle of financing and the departmental nature of the management of the system of cultural and educational institutions.
